Works for me! Maybe not as dark as when Ghost-light is necessary / so pitch black it's required.
I see where you're coming from though:
Just moon and starlight. No refraction glow from cities or lights, lamps, or people. Just the heavens and the eyes of monsters closing in on you. "If you stare into the night long enough, eventually the night will state back."

This way when you are surrounded by the darkness and you see a ghost light in the distance, you know it's a guardian, and you have the incentive to join up with them for protection and support.
