Well, it was like that originally, a lot of people found it confusing and that's why they added primary tags as forums. That's why you'll see some threads from the beta in January existing in multiple forums. I don't see them removing it anytime soon though.

People also didn't like the no-rules, mute, self regulation of the forums, but they didn't take that away. I don't think we should cater to the lowest common denominator... People would learn how to use it, and everything would be fine.

You mean like how people learned to use the hide and mute features? Have you looked at off-topic? You have to mute impersonation accounts every 5 minutes there, but the majority won't because of that stupid "only wimps mute" mindset, so nothing happens to the accounts impersonating. Only thing I could see coming from removing the barrier now would be giving spammers the ability to spam across all the main tags.
