Okay, you're all saying totally different things.
Which is better: Spartan II armor, or IV? And who's better without armor?

Spartan IV armor is better; Spartan II's are better unarmored.

Spartan II's have superior physicality and genetics to a Spartan IV, making them stronger faster, and smarter than a Spartan IV. But Spartan IV armor is more advanced, being the newer model, and can boost a Spartan IV's inferior physicality to the levels of a fully armored Spartan II.

The first part is where I'm confused. The comic the OP posted makes it seem like the IVs have superior implants too.

They have augments that are similar to the II's. They have nigh unbreakable bones, a degree of superhuman strength/endurance and can run far faster than a normal human. They also have augments the II's didn't even have, such as the ability to breath otherwise lethal gases for an hour, it's just that, on the whole, a Spartan II is better unarmored because they reacted better to the augmentations, being genetically superior, and got more out of them.

The II's are also just more menacing. I remember during the part on Halo 4 when the Captain of the Infinity told Palmer to arrest Chief, all I could think was, "Woaahhh, I would NOT do that". Chief is just so much bigger than them.
