There is no best. It's all about using what you have access to in a way that covers your weaknesses and exposes your opponents. Personally, I will try to create a character that works well with the play-style I have. I typically use a lot of hit and run attacks at close range, taking good advantage of cover and my environment and by taking full advantage of my radar. In some games I enjoy sniping if I am feeling lazy, and some times I enjoy using a SAW to hold a choke point. For example, it's been said that the Hunter has a nice 'slide' ability that lets you burst forward a short ways, but also has you duck below the incoming bullets. This is a great ability, but if anyone can also simply 'jump' to the prone position then it isn't exactly a reason to specifically get THAT character. Anyone can do it, but the Hunter does it best. Personally, I am torn between the Hunter and the Titan. Visually speaking, I think the Hunter looks cooler with the mix of cloth and armor. However, I really don't like the hood. It just looks dorky to me. Who the hell puts on a full-face helmet and then covers it with a hood? Also... I like the Titan as a class (at least as far as I can tell at this point), but I'm not so sure about the visuals. The Titan looks much more 'soldier' than the other classes, which both look very 'explorer'. I'm pretty sure I want to play the Titan, but I want my character to also look like an explorer... *shrug* Maybe some of the accessories that they mentioned will help me get my character looking less like an Honorguard and more like the SPEC-OPS I'd want him to be.
