I think that the weather should heavily affect gameplay in Destiny, like a downpour in the Chicago swamps should make enemies move indoors, or a sandstorm on mars wreaks havoc on your radar system.
Also storms that spring up in tandem with actual hurricanes/monsoons in real life would be epic! So If you wanted to battle alien scum while a hurricane Sandy rages overhead, there's your chance!

A side note: Having different weather for different planets is a no brainer, even if it isn't dynamic. But it'd be freakin' awesome if their was bizarre weather with good science fiction behind it, like Venus having huge raindrops because of the reflective substance seeded in the clouds to prevent that planet from being scorched by the sun, etc.

I have always dreamed in seeing a game that had whether constantly effecting the environment....I hoped that last gen would start doing it, but it never happened. I would be epic to the point where leaving footprints in the mud would get you detected compared to playing in the same area in a different atmospheric surrounding.... Just think....going on Venus during a quiet daylight walk, checking the planet out and noticing how peaceful it is. then going back home on earth, and on the next voyage you find it at night with 150km/h winds and rain pouring so strong you can't see further than 5 feet away. Or on mars...going there for the first time during an electrostatic storm and not being able to find extra objectives in the dust....then a couple of months later retrying the same expedition during a gentle rain and reaching the objective you couldn't complete.....that would be....amazing.
