Since Chuck Norris' beard holds the DNA building blocks of the entire galaxy, as well as the most richly dense particles of Kryptonite in the universe, Chuck Norris' beared wins. Case closed.

No winner. The fight would go on forever. Hulk can't die, and keeps getting madder, with no top end. Doomsday fights until he dies, and then resurrects evolved to deal with what kills him. Both have no end to their power-set. I guess Doomsday might win, as he is immortal, and Hulk would eventually die of old age. But as a result of the fight? Neither.
