Batman vs Ataru Moroboshi
Info on Ataru
.He is damn near indestructible. He is electrocuted, burned and beaten up with mallets DAILY and he is still in good physical and mental state. He can also survive falling off cliffs, mushroom cloud explosions and even being thrown into the sun.
.When determined, he can throw people into the sun, run faster than anything else on the planet, and steamroll over anything and everything in his way.
.He can literally defy logic and appear out of nowhere
.His reflexes are so quick, he is able to catch a blade in his hands or even his teeth
.He can dodge bullets
.He can pull weapons from out of nowhere
.He can run up vertical surfaces
.He has access to advanced alien technology
So who wins him or batman. Batman is allowed gadgets and shit.

The only differences really is everything you said about the sun and the running super duper fast, but Batman can beat the Flash so that is not a problem.
