Hmm. Well the minimum would have to be Halo 3, I would definently want Halo 3 in my PC port of Halo 3. From there we can get modders to make the game better!
On another note: A map maker similar to Halo 2 (PC)'s, and player-hosted servers.

Not an editing kit like Halo 2's. An editing kit for Halo Custom Edition's would be ideal. The one for Halo 2 was [i]extremely[/i] limited.
