Forruners- have planet destroying ships, multiple if i remember correctly. defeated by the flood. Unsc- nearly defeated by covenant aren't really that strong after the war. no spectacular weapons. Covenant- Plasma weapons, huge ships that are very powerful, Glassing beams. One ccs could take on multiple unsc ships. Large numbers. Halo rings- works against both sides, not very helpful unless facing the flood- Star Wars(movies) Jedi/sith - very few in number, jedi were nearly all killed by Clones. sith are pretty much gone. Death star - Planet killer, destroyed by Luke in a single star fighter. star killer- Very powerful sith tuned jedi. Nearly kills Sidious and Vader but still dies. Darth Vader - also Rather strong and powerful, killed by Sidious' lightning. Storm troopers - Rather weak, not very smart, beaten by ewoks on endor. not the premier soldier. droids - somewhat good, we're beating clone army near the end of the war, But were pretty mediocre. And as you said all other aliens and weapons, I would assume you mean throughout the series., so I'm gonna say the same for Halo. If every tech ever mentioned in halo And star wars was used, I would bet my money on Halo. just my opinion.
