Any private group can restrict membership based on any criteria they choose. For example, I am not inclined, but I would imagine that I would probably be declined if I were to try to become a member of the Nation of Islam.

Well, considering a 'church' is a collection of people gathering under a common goal, belief, bond,.... then Yes, they could. It wouldn't be a good one though.
