What bungie did wasn't charactar development but the characters reacting to what was going around them even then that was best in halo 2 like everything else in regards to bungie's haloverse. "Bungie's halo, repeat 3 dozen times" Yeah, Lets have an entire game without cortana and the chief [b]try[/b] to interact with johnson, Thel, or anybody else.
