Are the spartan ops episodes meant to be taken seriously as canon?

To be honest, I dropped Halo 4 as a game, but I'm still interested in canon, clearly. So to start out: Exactly when do the spartan ops episodes start? After the events of Halo 4? So Halsey was also on the Infinity, couldn't she recreate Cortana? [Edited on 12.23.2012 8:12 PM PST]

They sort of have a... rivalry with Crimson, for lack of better wording. Spartan Ops follows the missions of Majestic and Crimson in and around Requiem. [Edited on 12.23.2012 3:55 PM PST]
