Think about it: he is a Spartan III, and this was their trademark armor. Consider this: Halo 3's Armor screen (that tells you their backstory) states that EVA armor is for "Extra Vehicular Activity", i.e. fighting in space. Considering you're on the ground at Reach, this wouldn't make sense for him to be wearing it. SPI armor, on the other hand, was made especially for stealth.

Also, he has so far been seen with a rather nasty looking Combat Knife, and a new type of Shotgun. This may hint at his covert-nature. Additionally, he has a ghost painted/scratched onto his helmet, and since ghosts are seen as a horrifying, yet stealthy creature, it makes sense.

I believe it's SPI armor, because wearing a Spacesuit for stealth/CQC makes little sense to me.
