Does the Storm have access to Scarabs?
There were no Scarabs present during the events in Halo 4, so is there a reason for that? Is it because they do not have enough resources to make Scarabs? Did they have them but not deploy them?
If there's an answer in the books, please let me know because I have not read them.

The reason was because Bungie never got Scarabs in and working for Halo Reach, and since Halo 4 is 99% made from the Reach engine, there were no Scarabs.

The Lich is an awful lackluster replacement for the Scarab. But then thats H4 for you; lackluster.

Apparently not. The Storm is made up of elites mostly from a Sangheili colony. Some of them didn't even know the Great Schism happened until Jul came to them. They aren't as well armed as the "good" elites.

Except not nearly as menacing, or, apparently, as destructive or hard to destroy. The Scarab was, in terms of gameplay, better in every single way. The only advantage the Lich has is that it flies. Except for the elites but Travis killed that quickly.
