Honestly, I don't understand this one. In a game where you're so easily killed, and teamwork is necessary to plant the bomb, how come your own team can eat your babies in a single swing of the hammer? I understand that half of the time, it's an unintentional accident. Other times though, your team is full of douches who constantly betray. Oh, but don't worry, there's the boot player option. Oh wait, there isn't?! Seriously, WTF mate?

Actually it was on in H3 also, launching had to be done carefully to not betray Grif. The change in gravity is mainly responsible for the decrease in launching on Reach.

Main reason is to stop the abuse of something from Halo 3. Team would swing hammers at same time and then ball carrier goes over everyone's heads and conveniently lands on the plate. So take your pick. Learn to keep your distance because my friends and i have figured it out or have people launching their players across the map for a score.

It's because Stosh ran out of jell-o and was angry and betrayed the world so they took out the boot player option. Really now, who cares? its a game, its been a game, and it will continue to be a game. If there was a boot player option every match you're in would be 4v1 by the end because there's always that loser that boots everybody they can, and it's so easy to betray your teammates that it would just be an impractical idea.
