Power delta is NOT -25 for GM Renegade Missions More like -40
Enemies are not only bullet sponges but the SKULLS above their heads during the final fight tell me the true delta.

Yeah it has a modifier that indicates enemies scale. But they are still weaker than pinnacle ops under 30 enemies tbf
