I’m able to link the other account but when I enable chat and purchases, there’s no change in the permissions on his account. I’ve searched all over the internet and tried submitting a ticket but nothing was done and I can’t find any answers? Have there been any updates or suggested fixes besides disabling the permissions and then enabling them again?

I'm still in the same boat with 2 of my kids on PS5 (but I'm playing with them on a PC). I've tried to disable their permissions on bungie.net wait a couple days, then turn it back on - still no difference (done this a few times). Then I've gone through everything I could possibly find on PS5, but nothing we changed or tried would work. With that being said, I don't think it's on PS5 side, as we can chat in Call of Duty in game. Because I registered their accounts with their real ages on their PS5 accounts, they can't use discord to chat with me either (won't allow them to install Discord to their PS5). For now, we're using PS chat. I purchased the SS Nova Pro wireless headset so that I can listen to the game through PC, while I also using PS chat via an Ipad (connected via Bluetooth to the headset). Works well until we try to play with other friends together, as most of them are on PC and don't have a headset that can have two sources. At this point, I'm really not sure if Bungie is ignoring this, or if we're all just dumb and are missing some obvious settings, so they just don't respond or acknowledge the problem (no different than people complaining about PVP). If someone sees this, you can DM me and I'll provide all our guardian IDs and maybe you can tell me if it's something we've done wrong?

Having the exact same issue here. My son and I have tried this so many times I am about to lose my mind. The accounts are linked and the permissions are set but they are having no affect in game.

Seconding this--linked my account to my child's, enabled appropriate permissions, nothing.
