Veil, Travler and, Ghosts.
!! Pure speculation, possible spoiler !!
If the Travler shares a connection to the Veil and the Veil is conciousness, Is it not impossible to beleive that when the Travler created ghosts, that it created a vessel for the conciousness of those connected to the Veil?
This is probably how the Witness was able to create a link through our ghosts.. by using the Veil, it was able to use our ghosts to manipulate the travler into creating a link.

The Witness got its fingers into our Ghost way back in Shadowkeep when we boarded the Lunar Pyramid. This connection has been maintained when in proximity to the Pyramids. This is not every directly explained, much like how the narrative of Garden of Salvation relies on you paying attention to the colour of motes to figure out what’s going on.

1 ReplyThe Witness made the connection to the Ghosts prior to having the Veil. As all sentient entities are connected by Darkness, that was what Strand revealed to us in LF. It is solely through his mastery of Darkness that he did this. Ghosts are conscious entities, so they are connected. Minds = souls But the kicker is that not only are Ghosts made of Light but they are broken off fragments of the Gardeners consciousness itself. As detailed in Ghost Lore, We before Us. Making them inherently, by their very original and nature, connected to Darkness. All we So to make a sentient entity requires both Light (to make the body) and Darkness (to make the mind) So the twist that has been slowly building up is the two powers are naturally intertwined. You can’t stop or end Darkness, it’s a manifestion of natural law. Just like Light.

2 RepliesDrifting off the point: How many guardianless ghosts are still fluttering about do we think?? Since our rebirth there's been one guardian and a -blam!- ton of hive (who all managed to pop to eververse to get their ghost shell* updated). *it bugs me that savys ghost is pre-hive themed on first res... was there any lore to say how it got all hived up?? Did savy round up all that could be found, and they were used when the time was right... enacting a Stockholm syndrome type thing during that time?

Could it also be possible that beings/people who ran there consciousness through the Veil (Like the precursors, Maya Sundaresh, etc) have created psychic imprints upon the Veil, and these imprints were copied to create the personalities for the Ghosts. It would give another layer to the Exo program, which used Darkness to imprint the previous consciousness into the Exo bodies with some difficulty, along with giving a darker origin to the Ghosts and why they have a personality in the first place (as the Traveler is not a being rooted in Psyonics or the mental)
