How can a newbie player unlock Weapon Mods?
I have a buddy who's new to D2 and is currently at Guardian Rank 6 but still has no Weapon Mods available.
How can you unlock them?

The weapon mods are granted from the Guardian Rank requirement to Masterwork 2 weapons with random rolls (so not a crafted or exotic weapon).
