Technically cold heart would be the highest but agers might be higher as well. For legendaries, that relies on your perk selection

ColdHeart is great, single target/sustain, but it’s real draw(at least for me) is for the ionic traces and ability regen with Warlock and Fallen Sunstar. Agers with Catalyst is easily one of the highest DPS in the game. It’s overall one of the best weapons in general play aswell.
