Making activities harder without changing power levels

Rather than giving enemies more health and damage or nerfing us through the modifiers, bungie could make some of these enemies be able to do more. For example maybe giving enemies the abilities to apply the same kind of things we can i.e. scorch, volatile, etc. Doing it this way I can make them intuitively harder say like some hive enemies make you volatile so you’d need to be a little concerned with staying near your teammates because a little tick of damage could set off the volatile on you possibly kill or just weaken your team overall . Another example for this is if the fallen had a voltshot-esqe kind of ability where it builds up jolt on you if you get hit that many time in a short period which could just incentivize not going out in the open all the time and not getting hit from a weird angle by a sniper. A different way they could try making enemies harder is by giving some ads support abilities. The scorn chieftains have something that i’m talking about being that they can drop totems that make enemies immune to damage linked with the totem. They could add things for certain enemies like fallen captains dropping a mini fallen barrier to protect his squishy dregs, or a hive knight being able to empower acolytes and thralls right next time if he rushed in. Think about that you could even incorporate more use of the overload and barrier mods to work against these too. I think these are a couple of small changes that could make some of the enemies harder whilst also giving them an identity because it can make guardians more wary of what these enemies can do and have them make a quick decision to focus or just reposition themselves without having to add new enemy types since they can just add them onto what the current ones can do. One last example that i think is cool is that with the fallen those guys can climb like spiders so if you wanted to have some snipers without having far away platforms they could climb up on surfaces and pillars so they have angles on us.
