Dusk Slivers Bugged?

For my next fragments I have to collect dusk slivers from Rifle finals blows. Scouts and Pulses are not working. Is this bugged or am I doing this wrong?

Same here, they just stopped dropping for me. i ran like 10 Strikes and nothing dropped, from frozen or rifle final blows or any majors.
