.5 fps during pre-rendered cinematics

Windows 10 i7 8700k 16 gb ram RTX 3080 Everything is installed on SSDs I've tried locking my framerate down to 30 to match the cutscene fps, turning off gsync, turning on vsync, turning off shader cache, updating epic launcher, clearing the epic launcher webcache, made sure drivers and OS were up-to-date. Attached pastebin are my dxdiag results. If I know a cutscene is coming I can skip it by preemptively spamming esc but if the cutscene starts before I realize what's getting ready to happen all I can do is alt f4 or--if it's a cutscene during gameplay--wait for it to kick me back to orbit. If it's a cutscene after character selection my options are alt f4 or wait sixty times as long for the cutscene to complete. Theoretically. I have counted the seconds between frames but haven't waited out a cutscene. fix pls
