The blue change was supposed to make them stop dropping in certain activities (nightfalls, and trials) once at the hard cap I believe.
Personally would like to have the postmaster as an extra page in the directory instead of eververse. Wouldn't need to swing by the tower every other mission to clean it out during events.

Only from the end chest. World drops on enemy kills were unchanged.
