12 of the overall 42 points shown in your screenshot is due to the player having masterwork the item. 20 of the 22 points shown on Mobility comes from a mod called Powerful Friends. The only way to get this mod currently is to buy it from Ada-1, but unfortunately it is RNG as to what 2 mods she sells on a daily rotation. You'll just need to check what she is selling everyday 10 of the 12 points shown on Resilience comes from the Resilience mod, which is a generic Armor mod. If you don't have it, I believe it drops from leveling up with Banshee or from legendary engrams that drop.
