My thoughts on a Vex nerf:
I'm an avid vex user since I got the gun in PvP and I have an idea for what a fair Vex nerf would be without killing the gun off.
I think the primary pain point of Vex is that it obtains linear fusion mode too quickly and once it is obtained, it is almost impossible to knock a Vex user off of their aim due to aim assist and the increased stability.
Therefore, reducing the stacks obtained from killing guardians from 3 to 2, and massively reducing the aim assist of linear fusion mode or increasing the flinch received in that mode would be a fair and just nerf.
That way, vex retains it's awesome power in PvE but is much tamer in the crucible.

Since it WILL be nerfed (especially cause a "certain youtuber" is moaning about it's power), I as a PvE main, would gladly accept the nerf you're proposing. What you're suggesting is something that doesn't neuter/change it in PvE and I can continue enjoying it there (really happy with the RoF buff btw).
