Yep, Bungie changed Momentum Control
It's not you, Bungie did change momentum control Jade Rabbit now does 128 to the head, which means it is not a 1 tap anymore. It also [i]feels[/i] like all other weapons are doing less damage than they used to in in the old days. Bungie didn't mention this anywhere (to my knowledge) so it will be good to know if this is a bug or if it is intended and why. Here is a screen shot: https://imgur.com/a/sLi8ivg

Prometheus lens seems to be the new 1-tap in Momentum now. I'm trying to get my suros catalyst done dammit. XD
