So after doing a couple more runs in the new Vault of Glass, I can soundly say most of the changes are not particularly bad. Some are a bit unnecessary, but ultimately readily manageable. The only change that is genuinely bad is the changes to the "Detain" debuff.
In the original VoG Detainment was much less threatening, simply slowing the captured and merely requiring they shoot their own way out. It gave pause the players so they didn't immediately whip out their rocket launchers during Templar's damage phase, and gave pause to the players defending Atheon's main room. This new version renders the detained completely helpless and risks capturing anyone near them as well. While moderately inconvenient during Templar (it can compromise relic holder at the worst times), it actively ruins the flow for the Atheon encounter.
Atheon is a rather difficult boss in itself. Their are multiple things that can kill you as an individual and wipe the team. Furthermore the damage phase itself is very brief, with only 30 seconds TOTAL to both setup and deal damage. Even in the original Vault of Glass it takes the best teams a couple retries now and again to get it all right. Combine that with the fact that Atheon has beefed up health to compete the Guardian's best god-slaying tools, and we have a mandatory 2 to 3 phases with the best gun builds. Now players are given ANOTHER mechanic to stumble over by risking a group detainment right in the middle of damage phase. Even if the detainment is caught early and safely removed, its still taking one player out of DPS for a good 5 seconds and the others for another 2 seconds. So that extremely brief DPS phase has been shaved down even further for no logical reason.
I get Destiny 2 isn't as easy to balance as Destiny 1, but to actively impede DPS phases in such an intrusive way is not the way to go. The old Detain would have worked fine if the goal was to give pause to the DPS. This new version is just an annoyance that serves no purpose but to snag easy wipes of teams just trying to make the most of their damage phase. It needs to change.
TL:DR Old Detain good and balanced. New Detain bad and unbalanced.
