Well....for the last 1+ year, neither of those exotics can be earned (initially) from Xur engram. So you are wasting your time/shards/ciphers.

Because both are campaign rewards (as explained by the mentor). You need to do the campaign on the respective class first, before they unlock to be re-rolled from engrams.
