Me and my brother set-up refer-a-friend a long time ago before it expired and when we linked to each other to do it because it had just come out and we wanted the rewards, it never actually connected us and we never received any content, quests or anything like it said, yet when I go to emblems page and see the emblem for refer-a-friend, it tells me I have one referral completed, but the emblem is locked. I had just purchased forsaken that day, and it didn't let us do it. My brother had owned the game since september, so we had all the qualifications to do it. He had also pre-ordered forsaken on its launch. I would like an explanation.
