You don't have the material to apply here.

I am playing on Xbox One. Since I reinstalled the game when Forsaken released, I have faced an issue where I am unable to use the in-game menu to change the perks, mods, and shaders on my gear. The Destiny 2 mobile app still works, however, and I have been using that as a substitute. My problem arises sometimes when I attempt to change armor perks via the mobile app and am greeted with the message "You don't have the material to apply here." This is aggravating because all I want to do is change my armor's perks, and it doesn't even require materials to begin with, making this message annoying and confusing.
