Remove BLACKOUT from ALL Activities..
The title says it all.
It may keep Luke Smith amused as he throws money at the screen, but for people who actually play the game, it's total bull shit.
So your choices are Bungie:
1) Remove Blackout completely
2) decouple No Radar and One Punch nearly insta kills into separate modifiers.
