I understand there has to be some spots reserved for single people so planets arent empty.
But if you make it, let me quote bungie here,

you could make it like Prison of Elders or smthing ( that would be fkin cool, feel free to hire me bungie i give you ideas how make this game better ) not with random people
At this moment in 6 people we can do only Iron Banner ( which is awesome) and some boring raid with LAME ASS RAID LAIRS CREATED FOR CASUAL PLAYERS SO IT CAN BE DONE IN 20 MINUTES

Raid lairs weren't designed for 'casuals'. Raids were scaled down because they are high cost but lousy player engagement. Not enough players do them to be viable, lairs are the compromise.
