A solution to RNG, Random/Static rolls and casual play vs hardcore grind

On the topic of RNG, random rolls, casual play, hardcore play and D2 overall, I've been giving this a lot of thought reading the conversations on the forums and social media and this is something I think could work for everyone. Let me know what you think. I think RNG drops and even random rolls have a place, but do not want D1 back. That said, I'd be happy with random rolls coming back for Raid and Trials weapons (which should be the top tier weapons in the game). That's the highest level endgame content meant to sustain expansions for hardcore players and adding random rolls to those weapons makes sense because it's still a small enough loot pool that dedicated players should be able to get rolls they want eventually. Faction Rally and Iron Banner should get new weapon perk rolls and a new armor ornament set every six months. Planet/Tower vendors need to be the only source for their gear. They should also get new weapon perk rolls and armor ornaments every six months as well. Nightfalls are what Bungie is doing right now with D.F.A and the other NF specific loot, but each strike should have at least 2 unique rewards (ex. Weapon, ghost, ship, etc) with higher drop rates to go along with a normal strike loot pool as well. Normal/Heroic strikes and Legendary Engrams need their own shared loot pool just like now, but it needs to be deeper to not use weapons/gear from the other vendors. The weapons will stay static, but be semi-customizable through mods 2.0 Casual and competitive Crucible share a loot pool with Normal/Heroic strikes, but also have their own unique weapon drops. These also remain static but semi-customizable through mods 2.0 The gunsmith should not give weapons from other sources, but should revert back to D1 and have cool quest chains for kick ass weapons like he did with Ace of Spades, etc. The gunsmith should also be the sole place to obtain and use mods which hopefully includes some level of perk customization (at least one mod slot) with mods 2.0 What D2 needs is to bridge the gap between casual play and hard core. D1 was too much grind and RNG. D2 is too casual. Bungie need to put things in place for the grinders and hard core players while still keeping it accessible and fun for those who log in when they can. It gives the grinders endgame grind. It lets the casuals get great static roll weapons like Nameless Midnight, Better Devils, etc (that can be semi-customized through mods 2.0) to use without having to log in 24/7/365. Everyone wins.
On one hand this does mean more unique content added to the game by Bungie, but it also allows them to still have a very large static loot pool while limiting random rolls to just raids and Trials hopefully eliminating the balancing nightmare that was D1.
• I think the best solution is either hybrid of Warframe’s system, or a simplified version of The Division’s. In Warframe, the weapons are just base stat scaffolds, that you then customize by grinding for mods that are equal to various perk combos in Destiny. It’s not pure RNG. But enough RNG to ensure replay ability, but enough directed play to keep non-loot based game fans happy. In The Division end game weapons have three Talents that are analogous to Destiny perks, and then you weapon attachments that allow you to customize base stats. To either max out a weapons strength or minimize its weaknesses. The problem is that this system had way too many layers of RNG. The talents were random. The attachments were random. Each attachment has three stat bonuses that were random... and had random values. To min-max a weapon you had to negotiate seven or eight layers of RNG. It just got ridiculous to vet players and overwhelming to new ones. What Massive ultimate did was allow you to re-roll gear. You just had to grind for the resources to do it. The Recalibration station lets you re-roll ONE stat on a gear piece...,you get only five re-rolls and the cost of each roll increases exponentially. The Optimization station lets you min-max a gear piece at the cost of a lot of a rare resource. The station will move the stats towards those of the god rolled version of whatever your improving. So player has the choice of grinding for better drops, or grinding to invest in a weapon that he’s happy with and make it as powerful as possible. I think Destiny should go a similar route: 1. Randomized rolls like D1. 2. The ability to reforge one perk a limited number of times. 3. Mods that let you customize weapon base stats in meaningful ways. That you either grind for directly or grind for materials to “optimize” 4. Stop trying to balance the Crucible like an e-sport.
