Help Terrible input lag. Game stutters and is unplayable

Attached is a youtube link from some with the same issue. I have an AMD Threadripper, GTX 1080ti, 1080p 240hz monitor (gsync), and 34g of ram. I have tried everything in the nvidia settings including uninstalling and re installing the drivers.
