I'm having the same issue. I think I've only received two kinetic mods since D2 release.

I actually don't even remember having one, but could be that I used some when I was starting with D2, because I didn't understand how it worked and now I regret it..

The last I recall, I received one randomly from a white engram that was decrypted at Eververse. They need to drop more randomly like armor and energy/power weapon mods do.
