I have exhausted my current knowledge of what to do to fix this problem. I am getting this error code multiple times a day at random intervals. Its highly frustrating.
My current setup: Wired connection directly from Modem/router. I get on average about 160Mb/s when I run a speed test. I have comcast and am currently renting the router/modem (I live in a duplex, landlord won't switch it)
What I've tried so far: I have already switched to WiFi to see if it would help. I have unplugged and replugged in my ethernet cable and tried different ports on my modem/router. I have updated my graphics driver. I have uninstalled the game and reinstalled it. I have power cycled my modem/router. I have tried asking blizzard for a refund but they hate me now after requesting that 20 times hah but anyways, any suggestions on how to fix this?
On a side note, I am assuming only answers I will get are from fellow customers. So I am curious as well, how do you feel fellow customers that we have to talk among ourselves to figure out game issues that Blizzard won't address and no way of contacting Bungie directly?

160mbs and still Weasel. That proves Bungies servers are trash. I have tried everything too. Unfortunately their customer service is shitty and the only thing we can do is post on the forums. Hopefully a hotfix will solve it.

I have the same issue. I read through few forums and bungie help. It seems like this is one of the banning process and restriction? I am not sure exactly what happen too. I just want to play the game. Oh well.
