It wouldn't be "raid content" if it isn't actual raid content. This 'arena' would more likely be advertised as "new endgame content" or "new high-level content", but probably not under the term "raid". Bungie saw quite a lot of backlash from the community with the fiasco surrounding House of Wolves and the lack of a raid there. I have doubts that they would set themselves up with a rather obvious statement of there being a new raid and fail to deliver on this statement.

 • That's why they called it Raid Content rather than saying a new Raid straight up. It could mean anything related to a raid, even if it's just something new in an existing one.

 • As far as I can tell, "New Raid Content" describes new game content that is in the format of the 'raid' design which is a 6-player cooperative high-level/end-game activity. You're right, it technically can mean anything related to existing content that has extensions made. The problem is comprehension of the message which is different from person to person. You read it and see new content being attached to existing content, while I see a separate content update that still maintains the 'raid' format. I look back to the House of Wolves update for reference. I don't believe Bungie advertised that there would be any new raids or raid content with that update and there was still heavy criticism on the lack of a new raid to come with said update. I doubt Bungie is going to double down on that issue by both advertising a supposed new raid while at the same time not actually release a new raid.

 • Originally in HoW, before it was revealed and everything, in the description in the Xbox and PSN store it did mention a new Raid. However it was all suject to change which it was before everything was revealed about HoW.
