Imo its fine, the normal methods of grinding faction tokens are far too slow.
Last faction rally I didn't know about these methods and didn't even make 15 ranks with dead orbit on one character before the rally was over, and that's before they even nerfed token drop rates.
I don't have 10 hours a day to put into a game like you tryhards.
Edit: btw I turned in 600 tokens each for new monarchy and dead orbit last night- 30 engrams from both. I still don't have either armor set completed

1800 tokens "earned" all for New Monarchy. Still don't have complete armor on any character.

600 for FWC1 new monarchy 2 and no full sets of armor for either, FWC all i got were gloves and chest, out of 30 -blam!-ing engrams, and NM i need the -blam!-in helmet. whats even worse is being 304 and needing a -blam!-ing bond
