Your future drops will be based off of your highest possible power level including items in your vault and on other characters.

Does that mean that if I make a new character and get it to level 20, the power of the items dropping will suddenly jump to the power of my strongest character? I've heard it changes at the softcap(265), that after that you need to grind gear on each character to increase it.

If they are the same class then it will jump all the way. If they are different classes it won't go the whole way because they can't wear the same armour.
