Some people on the forums, and in my clan, are complaining about way too many duplicate items and not getting certain drops. I had a thought on it, thought I would share here. This is pure speculation. I wouldn't be surprised if there was an RNG seed number assigned per account that gave a bias to the loot pool as a means of artificially creating rarity. I'm seeing the same drops all the time, time and again, only occasionally I see a piece for the first time. Speaking of exotics specifically, for some, Hard Light is every second or third one, I've never seen it. I've had many Sweet Business, others in my clan have never seen it. It's not that the items don't drop,they just don't drop for me (or them). The items probably have an average drop rate when compared to each other, just not evenly across players. If there is an account seed, then some exotics will be rare to you, but not others. Still RNG, but biased, or weighted towards a specific (or arbitrary) segment of the loot pool. Not specifically excluding items, but issuing smaller percent changes to some, larger to others. This would make account specific rarity, not game-wide rarity. The loot pool an account seed is biased towards could even be rotating on a weekly or monthly basis so for periods of time you get dups of specific items but then later get dups of another. Over a fixed period, maybe 6 months or a year, you may have an average bias towards all items in the game, but just specific ones for fixed/limited periods of time. I realize that when you preview an exotic for example, there are a limited number of exotics that it could actually be. You see the loot pool. That doesn't discount the above theory as what shows up there could also be affected by the seed in addition to your chance of getting an individual piece. Just because they show up in the loot pool doesn't mean you have an equal chance of each. Again, pure speculation, but for me, this idea takes a little of the sting out of my xth Sweet Business and no Hard Light.
