These items should feel important and perform at a level superior to any legendary. The should feel 'overpowered.' I'm tired of people throwing that around as a complaint. If they don't, what's the point in having them at all?! Stop punishing the players who enjoy using them, or if you're obsessed with all things being fair in pvp, create a game mode that doesn't allow them at all, forcing players to rethink their loadout. The fact that there's no way to adjust the item perks and stats on the weapon almost make the feel worse than Legendary items. These weapons should have as much, if not more, flexibility in the field.
