Powerful engrams below max power

I know there have been multiple posts regarding this,my hope is that with enough posts we may get an official reply. My issue is with powerful engrams on my alternate character.on my first character the powerful engrams decoded properly.i moved my entire setup,guns and gear,to my alt.ran 2 of the weekly milestones so far,and both powerful engrams decoded 10 less than my max power. If this is by design and not a bug,I just would like an official statement from bungie as I have been unable to find anything official regarding only being able to decode powerful engrams at or above level once a week. If this IS the case,this is a huge issue preventing alt characters from being able to assist in the power level grind.destiny 2 was advertised as a more user friendly version of destiny that anyone could access,yet it appears once again,being forced to raid,nightfall or do trials.i can understand faction engrams for leveling up being lower.however,I feel as though strike/crucible drops should help move the needle as well as heroic public events.anything to allow some sort of progression.as it stands,once your weekly activities are done on your main character,you are essentially done for the week.the game has been out 14 days.14 days and the feeling of hitting a brick wall is already happening. I love this game don't get me wrong.i have well over 1500 hours in D1 as well.i WANT a reason to play for hours on end each night.not counting the raid/trials,if there are only 4 engram chances across all characters to gain power level...I just can't see sinking the time into this which sucks. Bungie,please address publicly and loudly.there are a ton of people with exact same issue and concern.thanks for making a beautiful and great game(before 275 power).
