I don't know if anyone else has found this exploit but if not... Opposite the EXODUS BLACK spawn point, there is a LOST SECTOR behind the crashed ship with the lost sector symbol on it. Inside, there is a Fallen Major Captain and some other enemies. Once you have killed the Captain, simply fast travel back to the Exodus Black spawn point and repeat until you've completed the quest step.
