It's been confirmed that it is a rolling launch. But remember that, even though the West coast is four timezones away form the East coast, it's still one nation, so West Coast will get it at 12am EST.
It's the same case in Australia which spans three timezones.

West coast will be getting it at 9pm on sept 5th , at the same time east coast is getting it at 12:00am on sept 6th

I think what he is saying is east coast will receive access to the game sooner than west coast because east is hours ahead, and the game is opening to everyone at their timezones midnight. So if that's the cause Australia would be receiving it 14(?) hours before east coast.

If it was a global release time, then Australia's release date would show '5th Sept', rather than the 6th. Since The US is all one country, it releases at the same time simultaneously, rather than waiting for the three extra timezones.

Yeah I'm honestly confused about the whole thing myself lol if the servers open up to everyone at the same time that would make sense, but be inconvenient to people who aren't in America. But if it were to release to Australia first, and continue to release based off the timezones, then Australia gets access first obviously which isn't bad, but would be nice to know. If Australia gets access first you may be able to trick the system, change the region on your console to Australia, and get access to the game before your region does. But if that were to work you would be playing on Australian servers.

It's a bit late now, but no, you'd have to create a new account from that region and purchase the game from that region's store.
