Not sure where you are getting this from. Luke Smith just confirmed on his Twitter that the raids will NOT have locked loadouts.

The corrections did not go out until about a half hour ago, why everyone should wait a few hours before posting Destiny 2 news. But before that Justin Truman misspoke and said raids, they have now corrected it and only talk about it in reference to the Nightfalls.
