I'm conflicted on the lack of random perks for guns. You always know what you're getting and can go grind for a gun instead of random perks, but part of the grind is gone.
I think armor should definitely have random perks and stats though. If I like the look of a certain armor, but it can't have the perks I want, then I'm going to be disappointed, especially when it comes to Raid armor.

About the most grinding I ever did was get to rank 5 iron banner.

It should've been a sacrifice x gun for y perk/sights at the gunsmith. Want a primary legendary auto with counterbalance but it has surrounded? Find any prinary with counterbalance, sacrifice the gun for the perk and replace surrounded with counterbalance with a 100% chance of success. But now your counterbalance auto can be rerolled for another perk, but now it can roll 2 more times (3 if you just got said gun). Once you hit zero, your gun is locked into those perks until reset. Reset day haves all guns reforge go back up to 3 (never higher than 3). Limitations on this could be only perks that are possible to roll on said gun that's in the armory (like never battle runner and crowd control on haakons hatchet/red spectre at the same time.) Material costs increase by 50% the more you reforge a gun, however once reset happens the costs goes back to the cost before you reforged the gun the first time
