They do whatever they want. They have their own "vision" for the game where "fun" and real-world player experience/sentiment take a back seat to data analytics. Also, their terrible game engine and/or lack of programming competence and/or unwillingness to expend time or resources to make fixes in a timely manner means that shit usually stays "broken" for a long time. (Unless it affects Eververse transactions)
