Bungie does whatever they want. It only appears that they listen to feedback because occasionally they want to nerf the things people are asking for nerfs to.

yeah right buddy, thats why HoW was what it was. thats why infusion got improved. thats why 3oC exist. thats why IB loot became increasingly generous. because Bungie does not listen to a single word we say.

Bungie pays more attention to their graphs and charts than they do "anecdotal feedback" from players. Very rarely have they nerfed something just over cryhards doing what they do. Blink, firebolts and MIDA are the only 3 I can think of that they directly attributed to the players "frustration".

if we were talking exclusively PVP, then youd be mostly right, but we also have examples of Bungie NOT acting on pure statistics despite the 'pattern' predicting otherwise, such as bubble being untouched, despite its PVP usage being SIGNIFICANTLY lower. despite that incongruency theres also the matter of HUGE overhauls to level progression MULTIPLE times based solely on player feedback, such as etheric light, infusion, and its improvement in the April update. plus other examples as well.

In some cases they listen to the community(xur selling exotic shards, skeleton keys dropping in the night fall, ect) and make changes we are OK with, but there are also times where they "listened" to us changing things in the complete opposite way we had hopped(shotguns in PvP, special in pvp, that artifact). So, yes troll. They do, but they don't. Edit: oh wait we're talking balance, OK....we asked for Primary buffs, we got a very small buff to headshot damage (needed body damage, and stability). You nerf -blam!-s asked for shotguns too be used less, we got a special ammo Nerf. They listen, but they fail executing balances.

wow, way to edit your post after the fact. whatever, psych profile started. also, im not even mad though cuz now you ARE reading what you type. your welcome. whos "we" and what is their hope? can a group so large and diverse in opinions be lumped together in a collective like that? i mean, how do YOU know what the TRUE consensus of so many different people be? how do you know what the huge portion of players that dont post on any sort of forums want? see what im getting at?

And so are the numbers bungie looks at. To say the game wouldnt have gotten nerfed without the players bitching is not true. Bungie wouldve nerfed shit regardless.

raw data is another component to game balance too, yes, but feedback is still another. actually, player statistics data is a form of community feedback, so there.
