1. Did your account purchase rise of iron, or are you gamesharing/subaccount to an account that purchased it? Only the account that purchased it will get the lvl 40 spark.
2. Your characters arent high enough light/level for rise of iron quests.

What level do i need to be exactly for the quest to start

Level 40, and i think somewhere around 280ish light
